Samsung Galaxy Note 3 Region Lock Fix by Chainfire [ROOT]

RegionLock Away clears the network blacklist or, in short, region lock. It will unblock the limitations and will enable you to use your device with a SIM card from other part of the world. For example, it allow you to use a European SIM card if you bought the device in the US. The application is developed by Chainfire, who is a recognized developer and a senior moderator on XDA developers. 

The app is listed on Google Play store and costs about $3, however, you can also get it for free on the original thread on XDA. Having said that, it's wise to support developers, so I'd just buy the application. Besides, you have a 15 minutes refund policy and that's enough to check if the app works.
